This is Andy's story.
Andy Tuber was described as talented, energetic, successful, and proud.
He was the highest paid health administrator in Alaska, earning a $1.2 million annual salary
from Alaska Native Tribal Health Consortium.
This wasn't his only source of income.
He also received an annual salary of $540,000 from another Native American Health Association,
the Kodiak Area Native Association, where he was employed as their chief executive.
He also served on the Alaska Airlines Community Advisory Board and sat on the University of
Alaska Board of Regents.
In addition to all of this, Andy owned the charter company Kodiak Helicopters.
However, on February 23, 2021, Andy abruptly resigned from his job as Chairman and President
at Alaska Native Health Consortium, a job he had held since 2008.
He also resigned from his position with the University Board of Regents, effective immediately.
Andy was not the only one who quit on that Tuesday.
Ten minutes prior to his resignation, his former assistant Savannah sent off a, to whom
it may concern, letter, alleging that Andy forced her to have sex with him and held the
threat of her job over her.
In the letter, she resigned effective immediately.
Savannah Evans had been employed by the Alaska Native Tribal Health Consortium since April
22, 2019.
In her letter, she alleged that the work environment was hostile, and alleged that she had been abused
regularly by Andy for over a year.
It had gotten to the point that the site of certain offices and boardrooms filled Savannah
with anxiety, hurt, anger, and shame.
The allegations are specific and damning, and Savannah says she has a lot of text messages
to back up her claims of emotional and sexual abuse.
She disclosed that during her first week, Andy coordinated to have her travel to Kodiak
to learn the operations.
Andy had dinner with Savannah on that Friday night, and later that evening he texted her,
requesting inappropriate photos.
Savannah ignored this text message, and noted that nothing physical occurred on her first
trip to Kodiak.
However, Andy requested that Savannah return to Kodiak on October 11, 2019, to help with
the company's annual meeting.
After dinner and a walk out the harbor, Andy reached around and kissed Savannah.
He then took her back to his room and had sex with her.
She noted that this relationship was not consensual, and that she felt pressured since Andy
controlled her employment.
On October 15, 2018, Savannah attended a work dinner with Andy and an insurance company.
Andy had several glasses of wine during dinner and continued to drink alcohol after the dinner.
Andy explained that Andy was so intoxicated that she agreed to give him a ride home.
Once at his house, he pulled her into a bedroom and had sex with her.
Andy wouldn't get off her to let her leave, but Savannah was finally able to push him off
and run out of the house.
Andy later texted her, simply saying, I'm sorry, that wasn't cool.
Two weeks later, Savannah made it clear to Andy that she wanted to end the sexual relationship,
but Andy flew into a rage about flies in his office, and stated he couldn't work under
such conditions.
He ordered that Savannah pack up his office things so he could work from home.
He also requested that anything that needed to be signed must be delivered to his house
by Savannah.
During a trip to deliver papers for his signature, Andy pushed Savannah into a bedroom for sex
and told her you always listen better after I fuck you.
On August 1st, 2020, Andy alluded to having tested positive for COVID-19 and informed
Savannah that she should immediately act as if she were also positive.
She got a rapid COVID-19 test and that night received negative test results.
She texted the results to Andy and he responded that he was coming to the office.
When he arrived, there were no words exchanged.
He simply unbuckled her pants and had sex with her.
When he was finished, he said, thanks, I feel a lot better now.
Eight times Savannah tried to ignore Andy's calls or texts during her non-work private
time.
He would swear at her, demand responses, and threaten her by referring to her job.
Andy routinely used his power within the organization to coer Savannah into having sexual
relationships with him.
In December of 2020, Savannah also was given an evaluation for the period of time between
October 2019 through September 2020, the summary of performance states.
The summary of employee performance during this evaluation period does not make expectations.
The Human Resources Department also turned a blind eye to the abuse Savannah was suffering.
On February 8th, 2021, it was proposed by HR that Savannah's salary be reduced by nearly
$30,000 a year.
Savannah ended her letter by stating it is rumored that there have been other employees who experienced
abuse at the hands of Andy.
This was just a glimpse of the abuse she endured over the past 16 months.
Throughout her employment, Andy had repeatedly told Savannah it would be ill advised to disclose
any of the events that had transpired over the time of her employment.
However, on February 23rd, 2021, Savannah spoke out on the abuse she endured and resigned
effective immediately.
At the time, Savannah sent her letter, Andy was out of state, planning to start his life
over.
Andy and his longtime girlfriend Amy were in Las Vegas tying the knot.
Andy and Amy had known each other for about five years.
They had been planning to get married for years and finally decided to alope in Las Vegas
to, quote, get it over with.
Following their wedding, the couple planned to move to Washington to start a new life together.
On March 1st, 2021, the day Andy married Amy, he received correspondence from the Anchorage
Daily News, giving him an opportunity to provide his comment on the allegations before
they aired the story.
He begged to the Anchorage Daily News to hold the story until he got back to Alaska so
he could be home with his daughter when the news broke.
However, the newspaper told him they would not wait and would post the story on Tuesday
March 2nd with or without his comment.
Andy provided the brief statement.
I had a completely consensual personal relationship.
I have never and would never engage in a non-consensual personal relationship with anyone.
The allegations are wrongdoing that I have been made aware of are false.
And these allegations, in their timing, appear designed to portray me unjustly and falsely.
To damage my personal and family relationships.
But especially to sabotage my recent engagement and new marriage.
On advice of counsel, I must withhold further comment at this time.
Andy would never get the chance to tell his side of the story because one week after
Savannah sent her letter and Andy resigned, his helicopter crashed into the frigid Gulf
of Alaskan water.

On March 2nd, Andy woke up in a hotel room in Las Vegas with his new bride Amy.
The alarm was set for 4 a.m. as they had a 5 a.m. Delta Airlines flight to catch back
to Anchorage, via Seattle.
He was in a rush to get home to his daughter before the Anchorage Daily News posted the
story.
In an attempt to help Andy, Amy contacted Chris, the only 135 pilot on the charter certificate
at Kodiak Helicopters, and told him they needed a helicopter for the next few days.
Chris was told to cancel any previously scheduled charter flights and have the helicopter ready
for Andy.
After landing in Anchorage, Andy was met by his bookkeeper who drove him to Merrill Field.
Andy's wife retrieved the car from the airport parking lot and drove over to Merrill Field
as well, although she did not join him on the trip to Kodiak.
After them flying to Kodiak together, she said, Andy decided it would be best if he flew
down solo to handle a family matter without her presence.
At Merrill Field, Andy was met by Chris who had flown Andy's helicopter in so that Andy
could use it.
Chris says he had a 30 second conversation with Andy in which Andy was talking fast and
seemed flustered as if he was eager to get going.
The winds were a little gusty as was typical for that area, especially around the Baron
Islands.
At 1.57pm, Andy left in his helicopter en route back to his house.
The first indication that anything was wrong came at 3.30pm when spider tracks, the electronic
tracking device that Andy used, stopped reporting his location.
Around 4.30pm, Chris contacted Amy to ask if she had heard from Andy, but she had not.
He then reached out to Natasha, Andy's former partner and mother of his three kids to
ask if she had heard from Andy.
She also had not.
With any short period of time, search and rescue was called and a helicopter crew was dispatched
to search for Andy.
It was believed that Andy crashed at the entrance of Cook Inlet, just south of the Baron Islands,
an area known for unpredictable flying conditions.
Part of his helicopter was discovered around 7pm on the shore of an island, approximately
42 nautical miles north from the accident site.
The debris was used as an indicator to calculate a drift pattern and plan the search for Andy.
However, the Coast Guard were unsuccessful in their search and the weather conditions
quickly deteriorated.
On Wednesday, March 3rd, the U.S. Coast Guard announced it had suspended the search for
Andy and the missing helicopter at 1.30am.
The Coast Guard had a hope that they could recover some of the debris, but later in the search,
the weather conditions deteriorated to the point where it was unsafe to do so.
A significant factor in the decision to suspend the search was probability of survival.
Days after the accident, an air charter company based in Kodiak discovered debris on the
beach roughly 100 nautical miles from Cook Inlet.
The debris was recovered and found to be parts of Andy's helicopter.
Most of the helicopter was not located and it is presumed to have sunk in the ocean waters.
The final report didn't reveal what happened because the evidence was likely at the bottom
of the sea.
At the time of the crash, the wind was gusting up to 27 knots, which could have led to low
level wind shear conditions.
Without any evidence, investigators were unable to determine the cause of the accident.
Although no further information has been released officially, sources say there are computer
hard drives that may have been physically destroyed and may be related to Andy's departure.
In late March 2021, Andy's former partner Natasha filed a presumptive death petition.
Natasha knew Andy for 25 years and was his designated personal representative.
As a result, in April 2021, after testimony from four witnesses, a six-person jury concluded
that Andy did not survive the crash.
This allowed for his death to be official, so his family could handle his financial and
estate arrangements.
It seems Amy knew about the allegations against Andy and decided to marry him anyway.
In an interview, she mentioned that Andy wanted to discreetly get to Codiac to see his daughter
and that his financial situation changed in the recent days due to his resignation.
Although it isn't clear what she knew, she did know about his resignation.
Andy denied allegations and even went as far as to say that Savannah was the sexual aggressor.
During his conversation with the Anchorage Daily News, he repeatedly said that his
sexual relationship with Savannah was always voluntary and consensual.
When questioned about his first sexual encounter with Savannah, Andy stated Savannah demanded
sex from him in a very direct and aggressive way.
He did admit that Savannah has a recording of him berating her and that he expressed
to her that their relationship should be handled with discretion.
The truth of what happened to Andy during his hurried fight home and the extent to the
truth of Savannah's allegations will always remain a mystery as Andy's remains have never
been found.
