McVeigh shouted respect to Brown's GM Andrew Berry for the bold reasoning, but no way he'd vote yes. As a competition committee member, he pointed to their 11-0 rejection, and he planned to block it hard. The rule needed 24 out of 32 votes to fly. Only Browns and Steelers drop proposals this off-season, but Cleveland's withdrawal kills the debate before it starts. Draft trades stay capped at three years for now, locking in the status quo while owners hash out other tweaks in Phoenix.
