Digital Hawala now uses encrypted messaging, cloud storage, social media, lending apps, gaming platforms, and other tools to onboard clients, coordinate transfers and conceal activity. Advanced methods employ value-added services and stablecoins such as USDT, USDC, and DAI to settle balances between operators, sometimes replacing traditional cash or bank-based settlement. Professional money-launders are using artificial intelligence to generate patterns that look legitimate, including structuring, mule routing, and rapid crypto-to-fiat

conversions. Digital Hawala enables cross-border operations with less physical presence and greater flexibility, though final settlement often remains in cash or via trade-based mechanisms. Some networks operate like sophisticated businesses, reflecting increased professionalization of underground banking and OSSP-based laundering, encrypted communications, fintech innovations, anonymity tools, and the adoption of crypto and other new technologies have made informal networks faster, more opaque, and more resilient. Hawala apps and integrated ecosystems are used to manage onboarding, coordination, and cross-border settlement across jurisdictions with limited visibility. Internet networks now process funds from a broader range of crimes, including fraud, cyber crime, terrorist financing, illegal gaming, and international organized crime. Professional service providers such as lawyers, accountants, auditors, consultants, and real estate agents are increasingly involved in facilitating these informal laundering schemes.

A new chapter in Japan's crypto-backed funds is taking shape. Four M.U.F.G entities have launched a live production proof of concept for a domestically domiciled tokenized investment trust, using 200 million yen in short-term government bonds to test the model as of August 31, year 2025. In this setup, beneficiary rights are recorded on paper certificates, while the registry is migrated to a blockchain in the initial phase, marking the first domestically domiciled tokenized investment trust in Japan. Since December 2025, the consortium has been building out infrastructure, legal structure and workflows with plans to broaden to external investors and integrate stablecoins and tokenized deposits, including delivery versus payment concepts. Mitsubishi UFJ asset management Mitsubishi UFJ Morgan Stanley Securities, Mitsubishi UFJ Trust Bank and PragueMAT will oversee the full operational chain in a live environment, from asset management and trust administration to rights management and tokenization infrastructure,

to surface practical challenges like net asset value calculation, new subscriptions, and partial redemptions. The project aims to connect tokenized trust structures with digital money to enable on-chain yield deployment, flexible settlement, and use of collateral, with potential use cases including deploying surplus funds as tokenized investments and switching to digital money for settlement. This effort operates with in Japan's investment trust law, where beneficiary rights remain tied to paper certificates, and the initiative seeks legislative and regulatory amendments based on testing findings. The four-firm MUFG consortium is pursuing a domestic focused approach distinct from foreign domiciled fund experiments, emphasizing the on-chain registry migration within current legal frameworks and identifying operational hurdles for future expansion.
