Detroit’s $1,000 bribe to get kids to class

0:00You're never gonna believe what is happening in the city of Detroit, I mean you might. You might believe it. The school district in Detroit is have they steeped to a new low. They did this last year. They steeped to a new low last year and we thought okay have they have they created precedent or they have they created a trend for themselves and it looks like it looks like they have. Looks like they're going to keep keep on keep it on the city of Detroit is

1:01going to keep doing this and it's not good. It's it's not good for anybody not good for the kids. It's not good for the parents. It's not good for their education system but they're trying to battle absenteeism and this is their best. This is their best. This is what they've got. What is it you ask? Well, about to find out. To ask what people think the other day I said if you were in a locked room with a bunch of students and the only the only way you could get out was if to teach is if you were able to teach them how to think and where would you start and then a you know a bunch of people focused on the locked room and I mean that was just that's just part of the fun. It's not literal you're not literally in a locked room but how do you teach kids how to think and the answers are revealing. Some of them are pretty good three of them actually three of them turned out to be decent and I think we could maybe we could take the administration and the city of Detroit and give them give them some lessons on how to teach kids how to think well actually they they need a lesson on

3:12how to get kids to show up Detroit public schools have had a hideous rate of chronic absenteeism over the years but their solution is even worse they're paying kids to show up they're just they're just outright paying them a newly expanded program could see middle and high school kids making as much as five hundred dollars a year or maybe even a thousand dollars a year in gift cards for simply attending class yeah I mean I know it's not cold hard cash but it's gift cards it's the same the district claims it creates an incentive for kids to show up it's called the perfect attendance pays program but it's a desperate last ditch attempt to fix a much deeper cultural crisis

4:13that's happening in Detroit public schools the program itself is actually teaching toxic life lessons that simply showing up is some sort of accomplishment and you're entitled to be rewarded for doing the bare minimum you showed up today here's five hundred dollars here's a thousand dollars and gift cards I mean you probably have to show up for it you know a certain number of days throughout the year but but really the initiative has been an effect for high schoolers for two school years the district announced this month that middle schoolers will also be eligible so we saw this come out last year and we wondered is this something that they're going to keep doing and yes they are going to keep doing it and they're doubling down not only are they doing it for high school they're doing it again but they're also including middle school and the eligibility it's an attempt

5:17to chip away at the daunting fact that a full 60% of students actually it's almost 61% of students in the district were chronically absent as of the 24 25 school year now when when you're chronically absent it means that you miss at least at the very least 10% of school days if you're missing 10% of the school days it works out to be about a month you're taking a month off of school and I know it doesn't it doesn't it's not one solid month it's not like we're going to take October off or we're going to take September off or March or April but you miss enough days through the week and it adds up to be 30 days that's a lot of time missed that's a lot of time missed that's a lot of time of

6:19of missing out on content but is the content great is that what you're asking me yeah yeah probably not it's probably not great and they're probably not missing out on much but nonetheless for 10 weeks between the New Year and Spring Break when the district's historical data roofs kids are especially unlikely to show up to class a five-day week of perfect attendance is redeemable by high schoolers for a hundred dollar gift card and fifty dollars from middle schoolers per week up to 10 weeks so let me see what's uh between New Year and Spring Break so for 10 weeks this is this is what they've determined is their um is their downtime this is the dark period and Detroit public schools from New Year's to Spring Break so if students will show up to class a five-day week of perfect attendance will get

7:23them a hundred dollar gift card all right fifty dollars from middle schoolers but you've got to show up you got to be there while high schoolers have been getting gift cards directly by an email middle schoolers parents would be handed the bonus it's a disturbing suggestion really that parents themselves will effectively be bribed to get their kids to school now a little jockey better get up there and get to school so I can so I can get my fifty dollar gift card during the 24 25 school year the district handed out an i-watering four million dollars to high schoolers and the form of visa gift cards this is according to bridge Detroit uh what is a four million dollar where are they getting four million dollars from

8:24seriously well how is four million dollars in their budget to just give away and the form of gift cards is that you know they they tell us that the lottery here in Michigan that the lottery goes towards public schools a portion of it I don't know what that portion is quite frankly now I'm beginning to wonder is it all going to Detroit so they can give it out to their kids in the form of visa gift cards to bribe them to get into the building is that is that what we're playing the lottery for here in Michigan well no I'm not an active lottery player I mean you know from time to time I do get um I get the you know people gift me you know the the scratch-offs but no I guess I'm not an active player but nonetheless those of you that are those of you that are actively playing the lottery you're you're being ripped off of course you're

9:25being ripped off anyway but uh your money is going to the school district in Detroit where they're just giving out four million dollars they've got an item line in their budget four million dollars for visa gift cards to students we got to get them in the buildings of all it's just a small fraction of the districts planned 1.1 billion budget for the upcoming year what the the school of the the school district of Detroit their budget for this year is a billion dollars you've got to be kidding me their budget is a billion what in the world is going on in Detroit that your budget is a billion dollars but yet you have to pay kids to show up school district told the New York Post this is by the way as Ryan reading this this article on the post is called Detroit

10:25public schools are paying kids up to a thousand dollars just to attend class and teaching them an awful lesson uh so the school district told the post the initiative has already been proven with our students and families to reduce chronic absenteeism noting rates in the high school dropped by seven percent in the first year of the program and then a further two during the second year so it's it's up to nine percent dropped the district also emphasized the program isn't directly funded by federal or state revenue but rather by interest generated through district funds awaiting to be used for facility projects hmm all right so I guess it's not then the uh the uh the lottery state lotto I don't know it's not state revenue it's not federal revenue but rather interest generated

11:30through district funds awaiting to be used for a facility project so you've got a pile of money sitting in an account somewhere earning interest and that money is going to be used for a facility project but since it's earning interest then you're using it to give to kids four million dollars well I guess if your budget is one point one billion how how is Detroit budget that much how is it one billion dollars I'm just flabbergasted by that a reasonable taxpayer according to the New York Post would push back where did those district funds come from in the first place and how better could that interest be used then by paying kids to do the bare minimum that is a fair question I mean if it's it's money earned couldn't it uninterest couldn't it go to something else instead of uh saying hey kids here's your participation trophy a reasonable taxpayer would also

12:39would also ask would also have the right to ask what message this sends to the sort of kids who are already inclined to miss huge chunks of the school year even if more of them do come to class they're not magically going to become engaged students they are having rotten attitudes reinforced rotten habits are being reinforced financially this is a lesson that they're learning and it's not a good one oh I'm telling you right now this is not a good lesson while the district is right to argue that students who show up do better in school there's no way a kid who shows up on their own volition is interchangeable with a kid converting attendance into an income stream multiple streams of income kids here's how you do it you just show up to school

13:43if anything the teens making bank for 10 weeks are going to see the school and its teachers as suckers who pay them for the favor of them showing up exactly thank you sucker see a sucker I'm on here making bank just just for walking in the building the real problem here is the emphasis on quantity over quality the earnest kid who is sick and misclass won't have a payday the girl who shows up and tunes out yep she's got her payday a coming $100 feels like a ton of money when you're a teen and Detroit is telling kids that they're entitled to it regardless of the level of their performance or the depth of learning from already entitled generation it's about the most toxic message a school district can send and yet they are doubling down

14:49on sending it just doubling down they're just like I'm surprised actually that they haven't up to the ending I mean I guess they have because they're offering 50 bucks to them middle school students up to $500 a year but I'm surprised they haven't up to the anti by increasing the dollar amount well why haven't they done that yet why haven't they over there in the city of Detroit why haven't they said you know what we're gonna you know $500 for high schoolers for for middle schoolers isn't enough $1,000 up to for high school ers it's not enough I'm surprised the high schoolers haven't entered into a collective bargaining I don't I wonder if someone I wonder if they've been taught this and their teacher's union economic class about collective bargaining as a as a student body I mean they they really should just

15:49just get together over coffee one morning and say hey let's have a walk out let's say you will show up but you're gonna have to pay us a little bit more like two grand I mean you got four million dollars of interest I think you can you can pay us a little bit more than a thousand dollars and just bargain collectively as a group somebody needs to get in there and teach these kids how the teachers unions do it because there's a particular way and this is it right here teachers union 101 I wonder what would happen I do I wonder what would happen if the kids just showed up one day or didn't show up one day and and then started demanding some things yeah I tell you what you're gonna you get we're gonna up the end of five grand I mean let's let's negotiate and let's see if we can't work it down to 2500 the art of negotiation let's get Trump over here I

16:52mean the art of the deal let's start passing out books hey that might get him to read it might I mean if I know they're reading the art of the deal but at least they're reading I mean they're they're learning economics right they're learning personal finance I mean let's let's let's give it to the city of Detroit the school district over there for teaching the kids how to for for teaching them the the ropes of personal finance uh yeah no you're right I don't I don't see that result happening I don't see personal finance being taught I don't see them gathering as and bargaining collectively I mean they'd be brilliant if they did though don't you agree don't you think it'd be smashing I mean if the kids got out there and started bargaining collectively now we're teaching them something no we're really not we're not we're not teaching them much of anything I can tell you that right now we're teaching them we're teaching them show up do the bare minimum

26:29i guess i really i really want to avoid getting kind of caught into these uh hypotheticals and talk more about the reality that we're actually facing right now oh oh we can't talk about hypotheticals no we have to we talk about the reality is that we're facing right now what's happening now the the hypothetical of your daughter getting raped and then you know what's needing to have a force that will you know provide justice for your daughter i mean certainly uh yeah you know certainly we want to do that that means uh certainly that absolutely we're you know there there is this uh of course of course we're going to have a justice system of course we're going to have a prison system even though we want to abolish the prisons even though we want to abolish the police even even though we want to defund them and abolish them but of course if your daughter is raped i mean well yes there will be an entity there will be some sort of something but let's not

27:34focus on those hypotheticals because chances are that's not going to happen because all the criminals are going to become good because everybody becomes good and pure when we get to socialism once we discover the utopia that is socialism everybody is they're all happy they're all friendly they're all singing kumbaya everyone's sitting around a campfire we're all holding hands at the beach splashing into the into the waves as we as we walk the beach shore together no one's being raped no one's being pillaged no one's being murdered there's no need for a police but if something happens we will we'll cover it over to talk about that type of medical let's let's talk about something else so you want to know what what she wants to talk about let's talk about the hypothetical but let's talk about let's talk about real problems she says my daughter is assaulted and raped is there

28:34any agency that would seek to find her a sailant and and bring him the justice of course yeah of course absolutely not police and where would he be if not a jail i guess i really i really want to avoid getting kind of caught into these hypotheticals and talk more about the reality that we're actually facing right now which is that we're spending in absolutely outrageous amounts of money on police and policing and we're not spending money on things that actually make people safe and feel safe which is things like actually well lit streets i the street lights in Los Angeles everybody agrees it's a huge problem i just we're spending too much money on police that doesn't make people feel safe really what's going to make people feel slave as safe as is street lights we've got to have more street lights less police force more street lights more lighting that everyone agrees everyone agrees that that's a huge problem it's just it's as massive it's out of control

29:35and Los Angeles you're walking on the dark no street lights at all have a police now that we don't need more police let's not focus on the hypothetical of your daughter being raped let's focus on the problems that that we really have but no street lights and the sad thing is that there are people out there that are nodding their heads while she's talking yeah yeah that's that's right we need more street lights not more police and it's even sadder that this young woman believes it she believes what she's saying is she done no no she's not done just oh there's more enjoy it um things like mental health care and substance use uh substance use treatment so things that drive people to commit crimes and to that make our society less safe we're not doing anything about the root causes and instead we're funneling money into the into the police you okay all right we're not doing anything about root

30:41causes to her the root causes are drug use and mental health issues okay um all right I mean maybe but that's not the that's not the true root cause or that's not the only root cause the the root cause dr. Gill has more to do with the fact that our education system no longer teaches virtue no longer teaches morality crime has more to do with that than it does with mental health or or drug use it has everything to do with the fact that there is no longer a standard a standard of

31:45right and wrong I mean we our our laws this is a country of laws by the way we are a constitutional republic we elect officials to make decisions for us and those officials make those decisions under under that the guy is under the umbrella of the constitution everything has to fall within the constitution we are a constitutional republic or a nation of laws laws mean something to us laws are important we're self-governing in order to be such a nation the founding fathers knew this they talked about this they said that in order for this this constitution to thrive it is really it's built it's crafted it's created for a people who believe in morality a moral religious people for a people who who follow virtue who understand the difference

32:49between virtue and vice and who are willing to govern themselves accordingly this is this is the at the root of our education system this right here this belief and that belief has been uprooted in our education system that's that's no longer the thing it's no longer taught it's it's it's no longer I mean I've got the numbers I've got the data I've got the data that show it the fact that that we no longer assess the SAT and the ACT in our academic performance the way we used to assess it because well what happened in in 1962 63 when morality was kicked out of schools the Supreme Court said yeah you can't pray anymore it's unconstitutional and the Bible it's unconstitutional

33:50because separation of church and state because Congress can't establish a religion and just turn the whole process upside down flipped it on its head and morality was taken out of schools you you look at the graphs I've got them throughout my Instagram page the Dean's list 33 you can go there and see them and you can see how crime explodes after after 1963 crime goes through the roof unwed teenage pregnancy goes through the roof from ages 16 to 19 and even ages 12 to 15 they go through the roof it's and while this is happening the SAT scores are plummeting they're they're dropping and when and I talk about this here all

34:53the time when David Barton and his group over there at wall builders took the took the data to the Department of Education it said look look what's happening here look at the explosion in crime look at the explosion in sexual promiscuity and then look at the decrease in in our academic scores the only thing that changed was prayer in the Bible leaving schools that's it and the Department of Education was like and no that I mean really we got we got to we got to look at this data we got to look this over and they did they did they looked it over and they came back to wall builders and they said I mean we've we've been looking at your data I mean it we don't have another answer we cannot draw another conclusion other than what you've drawn and it wasn't long after that that they stopped recording and assessing how they used to assess

35:59because then it would show that from 62 63 grades were tainted and there's only there's only one reason for that and they and so now we have the National Association of Education Progressive Nations report card and if you go to the website on the nation's report card it the data only goes back to 90 90 91 because that's when the Department of Education decided we we can't we can't use this data we got to we got a rearrange how we're doing things that's smoking mirrors slate of hand it's it's look at this look at what my left hand is doing over here so you don't see the magic that my right hand is doing so you don't see the deception that's happening with my right hand look and focus on my left hand kids and my right hand is going to deceive that's what we have here and so now we have this this young woman here Dr. Gill saying with the root cause mental health and drug use that's the root

36:59cause that's the root cause of crime that's what we got to be focusing on and she's wrong she's absolutely wrong there's always been mental health issues there were mental health issues before 1962 there was drug use before 1962 but the thing that really caused crime to explode was when we stopped teaching our young people that morality was important and that virtue was important and and now in the city of Detroit we're just teaching them may show up that's what that's important to show up you don't have to do anything you don't have to learn anything you don't have to put forth any effort we don't care if you if you pass your exams or if you just sit in the back of class and just sit there when you just show up because look by you showing up I mean you're showing up rate smack dab during the winter count day and well we're gonna we're gonna

41:18attendance pays so we're teaching them that by showing up they get paid by showing up perfect attendance is going to pay you money but yet there there's a quote here let me this is this is fox two news the local station here is interviewing the superintendent nika live viti and he he spoke to them about the plan and about the statistics behind the battle against absenteeism he said when they miss eighteen or fewer days of school they are three to four times more likely to be at or above grade level in literacy and math and college ready on the SAT so we are doing things better dramatically in the classroom to support our children but yet this program is called perfect attendance pays

42:24as in cold hard cash but he's he's saying that if they miss eighteen or fewer days then there are four times more likely to be at or above grade level so it doesn't it isn't that to pay off being literate being at grade level in literacy and math and being college ready on the SAT isn't isn't that to pay off shouldn't that be the pay off it's not the pay off though and so in order to get them there they've got to actually pay them off there's a bribe here the superintendent continued we have to have students there consistently so that we see that god-given talent come out on a daily basis whoa whoa whoa can he say that can he talk about their god-given talent i mean do they have god-given talent if they came from a monkey

43:26if they evolved from a single celimiba is do they have god-given talent i mean i thought we taught evolution here see i don't know i'm i can't be bought to go down a rabbit trail but the whole idea of evolution is stupid we all know that we have god-given talent we all know that we have god-given purpose yet we started lying to our kids way back when when we started teaching them evolution okay side rant over so we have to we have to have students there consistently so that we see their god-given talent come out on a daily basis okay so to get them there consistently you have to put them through the perfect attendance pays program if they're if they're coming to get paid then are they truly coming to learn are they coming to be literate and reading and literate and math the answer is no they're not look i know you want to you're trying to get them in the school building

44:33but really all that you're doing is getting them in their own count day so you have money so you get the state funds and the federal funds correct me if i'm wrong i mean i might be wrong i mean maybe maybe i'm wrong but they're not there to learn they're there to get the cold hard cash a hundred bucks for a period of five weeks no ten weeks because they get up to a grand through there every day from this no man's land time from new years until spring break which i think perfectly falls over a winter count day probably let's let's have a fall over winter count day and let's get some money out of the deal we'll get more money than what we pay out so what are they learning you're they're not learning really the value of an education they're not

46:38are below basic 68 percent of the students in fourth grade are below basic 26 percent if you add the 26 and the 68 together you're looking at right 94 percent 94 percent of the fourth grade students in Detroit public schools are below grade level and mathematics 94 percent okay well that's fair no that's fair you they just said that fourth graders aren't getting paid so we're not worried about fourth graders well let's go to eighth grade i'm still 94 percent are below grade level mean that that's not good there's there's nothing good about that okay let's go to eighth grade because eighth grade is now getting 50 bucks a week

50:49but yet these these scores let's see when did they they've been doing this for two years now 25 they did 24 25 so they started this maybe this is year two this might be the second year i don't know if they've done it for two complete years or if they if they've done it one year and this is not the second let's see you'll be expiring a program okay i can't i can't tell from i know that i know for effect they did it last year because i remember talking about it i remember being flabbergasted flabbergasted that Detroit public schools was paying their kids to to show up i just remember being shocked almost appalled that this is what we're doing we're gonna pay them money because we got to get them it's a it's a bribe and that really that i know it's called the perfect attendance pays

51:54program but the payoff of coming to school is to learn the payoff is to be educated the payoff is is to be literate in reading to be literate and math to be literate in history and science that's the payoff the payoff is to be educated but they don't see a value in their education these kids don't they don't see a value in it i think what we need to be doing is convincing them of of a value of their education and that's actually giving them an education look they're not dumb kids aren't dumb they can see through it they know when they're when they're actually being educated and when they're not they know when they're being challenged and when they're not they know when they're being pushed to be better human beings and when they're just being allowed to to lays about and just kind of lulligag through the system they get it they know they're not dumb

53:58of really instituting something amazing that you're inviting them into something amazing you're there's there's this awe factor and and there's there's this wonder about a thing it's but thagris all over again he hears the hammers and he's he's in awe and he's in wonder at the variety of sounds from the hammers and he has to investigate and and and while he's investigating he starts thinking through the octaves and it's and we've got music because of a bunch of guys working on a construction site it's not that that's why we have music but music theory perhaps because of awe and wonder because he wondered about a thing and when you teach classically this is how you're introducing that whatever it is you're talking about whether it's math

55:02you introduce it through awe and wonder and you get the kids thinking about how amazing and how beautiful math is math is beautiful you start taking them through the Fibonacci sequence and and you start exploring where these numbers and the sequence occurs not only in nature but in the universe and in humanity this number exists the the series of numbers the sequence is everywhere and but then you have to start talking about intelligent design you have to start talking about a creator because mathematically what is before us is impossible to have become through an accident or through a happenstance or through whatever there has got to be a creator
