concerns of retaliation have grown not only in the Middle East, but also further away here in
Germany. Interior Minister Alexander Dobrin said that security services are keeping a close eye
on the situation and authorities have upped security at sensitive locations like synagogues
or Israeli and U.S. consulates. To learn more about the threat level posed by Iran to Germany,
I'm glad I can talk to Iran and extremism expert Hans Jakob Shindla. He is Senior Director of the
Counter Extremism Project. Mrs. Shindla, is there an increased security risk for Germany in the
context of the war in Iran now? Well, there is clearly the federal government of Germany has already
stated that there is an increased but yet unconcrete risk. It's clear that the
defense strategy of the Islamic regime in Iran really is hybrid warfare. That's why you see
attacks on civilian installations inside the Gulf region, including attempted attacks on Turkey
and attack on Cyprus. Therefore, the idea that they could also try to increase the economic and
political costs of this military confrontation globally by using terror attacks as they had a
history in the past of doing is definitely something that is very clear. What kind of networks does
Iran have in Europe and in Germany? So there are really three scenarios on which we have seen in
Iran organized terror attacks. The very classic original scenario was that the Iranian side,
the intelligence services provide the logistics and the planning and then the attack is really
operationalized and conducted by his polar operatives that were already in situ in the country
where the attack happens. That's the attack models of the infamous attack here in Berlin in 1992,
the Muconus restaurant attack. That's the attack models of the 2012 Burgas bus bombing as well as
the attacks in the 90s in southern America. Unfortunately, in the last couple of years in Germany
in Sweden, as well as in France, several new attack models of Iran, they have been detected
where the RHC intelligence operatives simply try to and in some cases successfully purchase
attacks through connections with organized crime. I.e. you simply give a word of cash to organized
crime structures and says attack that synagogue or intimidate that Iranian opposition politician,
which has two advantages for the Iranian side. Number one, you have literally no logistical
preparation that you need to do. That's up to the organized crime group and you have a much higher
level of plausible liability because it is a good chance that security and police forces would
misidentify this as simply an attack by an organized crime group. And then, unfortunately,
even more concerningly, especially since last weekend here in the United States, there may even
be a third attack scenario. We had an attack of a cynically least migrant on a bar in Austin,
Texas. Now, I'm mentioning his nationality because it makes clear that he had no real connections
to Iran. He was never in Iran. He's not married to an Iranian, but he had pictures of the Supreme
Leader. And he's got a lot of Iranian propaganda at his house apparently. And he killed two people
and then subsequently one more died, so three dead and 13 injured at this point. And this looks
at, although we are early days, it looks like a self-radicalized individual. Given the fact that we
had a massive re-radicalization of the Islamists as well as the violence oriented left-wing
extremists seen in Germany, this is a particular worrying scenario because self-radicalized
individual perpetrators are very, very hard to detect before they conduct their violence.
And what kind of targets would you see as most likely? There's a lot of places connected to the
Jewish community in Germany. There's a US military bases, but could it also be a train station,
just infrastructure? What would you see as targets? I don't think there is an equality in the
risks to these targets. Now, sadly, the regime never distinguished between Israel and Jews
worldwide, so their anti-Semitism is pretty pure. And so, Jewish and Israeli targets certainly are
very much on the top of the list as are American targets. Of course, as things progress, and if the
Islamic regime in Iran gets desperate and really starts to fall apart, anything is possible.
What we have seen is that at least one remain in proxy, the Hamas, twice tried to conduct
attacks in 2023 and in 2025, in Germany in particular in Berlin. And in both cases,
there's at least indications that it was not just looking for targets that are Jewish or Israeli
or American, but for targets of opportunity, including potentially an attack on the temple
of a felt, which is this big area within the center of... Finding great candidates to hire can be,

Berliners actually congregate over the weekend to party and barbecue and just hang out with their
families. And how prepared do you think Germany's security forces are and how how much are they
in control? I mean, look, we have two and a half years of a heightened security threat because of
the conflict of the Middle East, because of the war in Ukraine, because of the researches of
Eisner Al-Qaeda in many areas around the globe. So they are really trying their very best.
International cooperation in particular in this situation is of course crucial and has worked
very well. However, there is one disadvantage that the German security police forces have in
comparison even to their European colleagues with the exception of Austria is that their limitations
on social media monitoring and cyber space monitoring is much stricter than in all of the European
countries with the exception of Austria. However, when we're talking about terrorism, when we're
talking about state-sponsored terrorism, like as we're talking now whether the Islamic Republic is
trying to get direct or indirect some terror attacks going in Germany, the internet and especially
social media plays a very crucial role. This is not something that can be fixed immediately,
but something that is certainly very high on the agenda. The federal government had started a
reform process of the legal basis for the German security services prior to this latest military
confrontation between Israel and the US, but it will take time to rectify, but that's certainly a
weak point. And could Germany's position as a very strong ally and supporter of Israel make it
more vulnerable to these attacks and make Germany more likely target? Look, it's not just the
position of the German government and Germany towards Israel. It is because Germany is a very
significant country within the EU is a large economy. So, of course, we are always a more priority
target than maybe other smaller countries in Europe. Terrorists don't need a good argument. They
need a good opportunity. And do you think Iran, its proxies at networks might try to attack
US bases in Germany? There's quite a few of them and they're also playing a role in the attacks
against Iran right now. Of course, this has to be assumed that the target and that's why security
has been ramped up at these spaces, but military installations are what is called heart targets.
You have several cordons of security around military bases, whether it's the Bundeswehr or
US bases. You have overflight monitoring of the bases. So, it's very different from synagogue
or the Temple of a Feld, which are considered soft targets, because you just simply can't protect
all of these places in Germany, the same way that you would protect the Bundeswehr or a US
military installation. And one last question, do you think that as Iran is so busy and involved
in the war there in the Middle East, that the leadership has the capacity to organize
attacks also in Europe or in Germany, or are they too much involved in what's going on there
on the ground to focus on other things too? Do they have that capacity? I mean, already several
years ago, the military doctrine on how Iran is going to defend itself was changed in Iran.
It's now called mosaic defense, which is essentially saying in another word hybrid warfare.
That does not require that every single operation of every single military unit or intelligence
structure outside needs to be centrally coordinated. It is clear what the strategy is. We want to
drive up the economic and political costs with the hope that the mid-term elections in the US
and the elections in Israel are going to put a political stop to the timeline on how long
US and Israel politically can sustain that one. In addition, we want to attack as many countries
in the world driving up their political costs for this conflict in the hope that they in turn
will put pressure on Israel and the United States to stop the military operation before we see
an internal regime breakdown. What is clear is that this is what the US military is attempting to
achieve right now. It's not just missile sites that are going to attack. It's not just the nuclear
installations that are attacked. It is primarily at this phase, installations of the pasta
and the revolutionary guards, the Basich, the militia, command and control structures of the army
of the police. So the internal security apparatus is now attempted to be disrupted by these military
attacks, which means the regime is under enormous pressure at this point because there are
at risk of losing internal security control. Anteq Abshidla, thank you very much for speaking to us.
