In this episode, we're gonna dive right back in
to the Tova Noel interview with the OIG investigators.
Question, do you know what material was used
to take Epstein's life in August of 2019?
Noel, I don't know.
Question, do you know if Epstein was given
any special privileges to have extra clothing?
Noel, I don't know.
Question, if he was, do you know who would provide that?

that was in Epstein's cell that should not have been there?

What are the requirements for when you said your typical shift
is, I guess, the afternoon shift, right?
Or do you call it evening, I guess?
Noel, yeah.
Question, is that the four to 10?
Noel, four to midnight.

What are the cell search requirements during that shift?
Noel, I don't know.
Question, did you ever read the post orders
with regard to that?
Noel, no.
Question, but they're in the shoe.

Question, have you ever heard during your shift
that you're supposed to conduct five cell searches?
Noel, no.
Question, random cell searches?
Noel, no.
Question, did you ever witness anybody conducting cell searches?
When you were working in the shoe, Noel, no.

Do you know if any cell searches were conducted
on August 9th or August 10th?
Noel, no.
Question, do you know what a cell search is?
Noel, when you go in there and search their cell,
question, right, of an inmate.
And you never observed that in the shoe?
Noel, no.
Question, did they ever teach you that during training?
That you're supposed to do that?
Noel, I don't recall.
Question, you don't recall.
It's just something that you've never witnessed.
Noel, never, never saw it.
Question, even when you were working that like earlier shift,
you know, when you're doing your OT or your regular shift,
never once witnessed a cell search?
Noel, never.
Question, and do you know of things that you do know in there?
Would any of that be considered contraband?
That was in there?
Now that you know that medication was in there,
the CPAP machine or the extra linens or the extra clothing.
Noel, in a cell, question, aha, no, no.

So is this L tier as we're referring to?
And is this the outer gate that you are standing at
that you were talking about?
Noel, yes.
Question, all right.
And then when you say that you're standing
at the lower part of the steps,
is it about right there that you were standing?
Noel, I was standing over here.

Do you have a pen?
Do you just mind marking it?
So that's where you were standing, all right.
And in that picture, can you see where Epstein was?
Noel, from down here?
Question, no, no, I'm sorry.
I'm assuming.
Noel, oh, no, no, because he's on his side.

So we can see part of the two when it's crossed.
But does this look like Epstein's door?
Noel, this is the first door on the right, yeah.
Question, and from what you can see,
from where you were standing,
did that look like what you saw?
Noel, I didn't see all of this.
I saw like here because I'm on the door.
So he's doing CPR like here.
So I didn't see all that.
Question, all right.
So you couldn't see all the extra clothing
and linens right there?
Noel, no.
Question, does that look like a lot of clothing
and linens to you?
Noel, yeah.

And do you know where Reyes would usually sleep?
Noel, I don't know, because he's always on the floor.
Question, okay, but I see that the top one
doesn't actually have it.
It doesn't look like it has a mattress.
So do you know if Reyes would sleep right next to him?
Noel, I don't know.
Question, you don't.
Did you ever check in on them?
When you were or was that the first night you said,
he gets cut off by Noel, that was it.
Question, so did you ever observe him
in a sleep state before?
Noel, because he's never really there.
Epstein, question, yeah, yeah, yeah.
I'm saying during sleeping hours,
did you ever see Epstein prior to this instance?
Prior to August 9th?
Have you ever seen Epstein sleeping in his cell?
Noel, when he comes back, he lays there on the floor,
on the mattress, on the floor.
Question, so when you would observe that,
would you see where Reyes was prior to this incident?
Noel, oh, Reyes, be up.
So I never seen like Reyes or where Reyes is,
like Reyes is always up.
Question, is there only one bunk in the room?
Noel, it was these two?
Question, yeah.
So the one bunk bed?
Noel, yeah, one.
Question, so I'm assuming if he's sleeping on the floor,
then Reyes would be sleeping next to him?
Noel, there, but I don't know if this
was because Reyes wasn't there,
or he could have been on top, I don't know.
Question, okay, so if this is where Thomas took him off,
is that what you couldn't see from the door,
from that vantage point?
Noel, yeah, I can't see that.
Question, you couldn't see that.
Okay, so did you ever notice that type
of medication in there before?
Noel, no.
Question, and that's something you believe
that shouldn't have been in there, though.
Noel, yeah.
Question, does anything here look
out of the ordinary to you?
Noel, what's indesernable right here?
Question, I don't know, I'm asking you.
Does any of that look like it's out of the ordinary to you?
Noel, yeah, there's a couple, whatever's in the bag.
Question, okay, but you never went in there.
You never saw any of this?
Noel, no.
Question, and cell searches were never conducted.
So no one even went in, ever to check to see,
what was in those cells?
Noel, correct.

and it was never discussed with anyone
about cell searches, ever.
In the three, you know, two and a half months
that you were in there.

Question, okay, and did you ever get to see
what it was that Epstein used to hang himself?
Noel, no.
Question, rather than have you do all those individual,
I'm going to just separate this.
If it's okay with you, your attorneys,
just have her do the top one,

Question, did you ever see Epstein
interact with other inmates?
Noel, he's never there, no.
Question, did you ever see him interact with the cellmates?
Noel, no.
Question, you said, but the last time you interacted with him,
was just the one raising of the hand.
Noel, yeah.
Question, was it surprising for you to notice
that there was no cellmate in there with him?
Noel, no.
Question, so did it even cross your mind
that there was always a cellmate with him
prior to that time?
Noel, no.
Question, did you ever, where you ever told
that Reyes was removed from the institution?
Noel, no.
Question, and that it's something,
being that the high profile nature that he's like,
is that something that you would notice though?
That like, hey, this guy usually has a cellmate,
he's not in there right now, where is he?
Noel, no.
Question, did it even cross your mind?
Noel, no.
Question, didn't cross your mind.
You're just looking at the people in there
and you're not worried about who was in there,
the people in there are alive,
that's all you're worried about?
Noel, yeah.
Question, did Epstein ever complain about anything?
Noel, not to me.
Question, do you know if he complained about anything
to anybody else?
Noel, just the time that he asked for the mattress,
the extra mattress?

Noel, yeah.

when he initially first came in there, no, I didn't know.
Question, I mean, prior to August 9th or 10th.

And did you have any specific feelings with regard
to why you was in prison?
Noelle, no.
Question, did you ever speak about Epstein
with other inmates?
Noelle, no.
Question, in your opinion, when the medical emergency
was discovered, did you and Thomas act appropriately
per B.O.P. policy?
Now that you've had time to reflect on it.
Noelle, I know now that there's a medical emergency,
you're not supposed to enter the cell
until everybody gets there.
So that would be the only thing that I would say
like that wasn't done correctly.
But as far as everything else,
question, now was that per Thomas?
Noelle, what I'm saying or she gets cut off, yeah.
Question, so the one thing that you know that was incorrect
was about what you did.
Was there anything else that you did that was not correct?
Noelle, if it was, I don't know.
Question, no, no, I'm asking.
Noelle, oh, no.
Question, it's a genuine question.
It's not a trick question.
So you're not aware of not doing anything?
Noelle, no.
Question, all right.
But you knew that Thomas went into the cell
before he was supposed to.
Noelle, yeah.
Question, he was supposed to actually wait for someone
to come and respond.
Noelle, yes.
Question, and why is that?
Noelle, why did he go in?
Question, no.
Why does he need to wait for somebody to respond?
Noelle, oh, I don't know.
That's the rule, I guess.
Question, okay.
And by standing outside the gate,
he still wouldn't be allowed to go into the room.
Noelle, who, me?
Question, so even the way you did.
Noelle, oh, because I was there, no.
From what I understand, you're supposed to wait
until people come, and then you go in.
Question, okay.
And how did you learn that?
Noelle, after.
That's what I heard them saying.
Question, and that's what people were telling you
on August 10th?
Noelle, yeah.
Not telling me, but just conversation like after.
Question, what conversation did you have with people after?
Noelle, I didn't have no conversations.
I just heard them saying,
Thomas should never have went in there by himself.
I don't even remember who said it,
but somebody that was in the shoe,
redacted, question, did anybody say anything
about your reactions?
Noelle, no, question, no.
Do you know if he needed to just wait for one person
or a bunch of people?
How does that, what did you hear with regard to that?
Noelle, I didn't hear nothing else.
Question, when I said you, I mean Thomas.
Noelle, oh, I don't know.
Question, do you believe that Thomas acted appropriately?
Being that you were there and you observed it?
Noelle, what the stuff that he did, yes.
Question, yeah.
Do you think that he should have waited for someone
or do you think it's like there was a medical emergency?
Noelle cuts them off.
I think it was a medical emergency
and he was just trying to get to help him, redacted.
All right, and did you and Thomas know
that Epstein was the only person in the cell then?
Or did you not know if Reyes was in there or not?
Noelle, when I counted, I knew that he was in there
by himself.
Question, okay, just for background,
I believe the reason why you're supposed to wait
is in case it's a ruse and someone wants to trick you
to get in and then you, the other person over powers them
and now he gets cut off by Noelle, right?
Question, so that's my point.
Do you know if Thomas was aware
if anyone else was in there?
Answer, I don't know.
