This is the sound of hospice money.
Can you just answer the question, what's the need for a thousand percent increase in
hospice care here inside L.A.?
You have the paperwork to enroll a little boy by the name of Joey.
You don't know what's going on.
Well, it says there's 14 children enrolled here on the state of California.
That there is $6,000 per beneficiary.
Can you give us any explanation?
Where can we open a hospice act?
Nick Shirley has done it again.
The man who so effectively exposed Somali daycare fraud in the state of Minnesota, that
Governor Tim Walls stepped down from running for a third term, effectively ending his
political career, has moved on to the state of California, and rather than looking at daycare
fraud in particular and Medicaid fraud, he has decided to look at Medicare fraud specifically
in the hospice sector because this is something that has been gaining national attention.
And you will not believe the absolute craziness that he exposed.
And of course, the craziness of the people who are trying to deny and cover up the existence
of this fraud.
And this is exactly what we're going to talk about today, but before we do, I want to
thank everybody who supports this channel via actualjusticewater.com slash join.
Give me the money.
Give you give me the money.
Okay.
So they do have some children here.
How many do they usually say they have or what's the story with the children?
The last few visits from the state have said that they have 39 enrolled.
And right now we're seeing about five children.
Yes.
They are enrolling right now.
It says Medina Learning Center is now enrolling.
So let's see if Lil Joey can lean a little bit here at Medina.
Do you have the paperwork to enroll a little boy by the name of Joey?
Yes, we'd like to enroll Lil Joey in the daycare.
They have as their backup facility the UMI Learning Center and the UMI Learning Center
was convicted in federal court in 2024 of having 150 ghost kids.
So I want to find out what the affiliation is and why this facility is listed as the
backup.
So while the bulk of Nick Shirley's video is actually documenting Medicare fraud and
specifically in hospice care.
And by the way, this is disproportionately done by the Armenian community in the Los Angeles
area.
Nick actually did open up his video by visiting multiple different daycare centers that
once again, it just like in the state of Minnesota didn't have any children present
there.
And by the way, Gavin Newsom, the absolute scumbag that he is, decided that he was going
to tweet out an image depicting Nick Shirley as some kind of pervert for doing so.
But Nick actually very intelligently subverted Newsom by going to site specifically designated
by the state of California as having ghost kids or no kids at all whatsoever.
This right here is Hayden Sarah Family Childcare.
This is a daycare right here.
Apparently they have 14 children enrolled.
Tell us a little bit more about this daycare right here.
We're in the middle of the hills here in San Diego.
So according to state records, when inspectors arrived here, there were 14 kids enrolled
but zero present.
And then this place was also cited for having missing children's records and also not
having a facility roster.
It's kind of weird that there's this daycare in the middle of a neighborhood.
Hello.
I was naked, okay?
Oh, I can't see you.
I was like, I wasn't there.
I'm asleep.
Either way, can we enroll a child into the daycare?
You don't know what's going on.
Well, it says there's 14 children enrolled here on the state of California.
So Newsom is calling him a pervert for basically following up on the same reports that his
own government agencies actually produce, making Newsom look like the A-hole and scumbag
of that he actually is.
But what's even more hilarious about this is that of all the people to be running these
fraudulent daycare centers in the state of California, these were also disproportionately
being run by Somalis and Somalis that were in communication with one another as they
were social media posts documenting the fact that Nick Shirley was in the area.
Where are the children at, man?
All right.
So what she's doing is she's making a video right now.
She's going to send it out all to all the other daycares.
But at the end of the day, enrolled for 14 children, no children here.
And this is from the state of California.
We're not targeting the Somalian population.
We're just going after daycares.
And just so happens to be that all the daycares are Somalian so far.
And again, we have instances where there are no children or ghost children, not just according
to Nick Shirley, but according to the state of California as well.
But one of the things that we discovered about this particular segment is that the only
thing worse than finding no children at all these different various daycare centers in
Minnesota and in California was actually finding children present there.
And this was perfectly exemplified when Nick Shirley stumbled on a location that did
have children at play.
And he asked them where the adults were.
Can we talk to the adult?
Not here.
Not here.
So you guys all by yourself.
No one's here.
No one's here, no one's not here.
Okay.
So you guys are all by yourself.
Okay.
Can we see by myself?
Yeah.
Okay.
That's concerning.
No one's watching this children and they're all by themselves.
My heart is breaking right now.
Yeah.
Somebody should be going to jail over this.
And again, one of the most disgusting things about these children being left outside unsupervised
where anybody could come off the street and grab them.
And by the way, a lot of these places are located in very sketchy neighborhoods with
crazed homeless people only feet away is the fact that your taxpayer dollars are covering
this.
Your Medicaid funds are going to the people that are running this daycare center.
The ones that are leaving the kids that couldn't be older than age six completely unsupervised.
And again, I will remind you that Gavin Newsom's response to this was to call Nick Shirley
of the pervert as he is funneling your taxpayer dollars to organizations that make your children
vulnerable.
If you have your children, unfortunately in one of these daycare centers to perverts, freaks,
and all sorts of weirdos that again, California overpandors you.
But again, this is just one part of Nick's video.
This is just one little follow up one thing to connect the Somali daycare fraud to California's
Somali daycare fraud.
But in reality, the bulk of this actually had to do with Nick visiting all these different
various hospice care centers that, by the way, were completely non-functioning businesses.
All these buildings are all hospice centers.
Let's see if we can find Garden of Angels.
This is the Angels of Haven hospice care.
We have Angels of Valley hospice.
This place is just filled with hospice centers and home health care centers.
You have one right here.
You can start home health care and then up here you have Miracle Healing Hospice.
So this hospice location, Miracle Healing Hospice, in 2023, they charge $1.3 million
and per beneficiary, it was $32,000 for 38 beneficiaries, per beneficiary that comes
out to $32,935.
Let's see if Grandma could check herself into this one.
Just trying to be a good grandson.
We're knocking the door.
No one's coming.
You look inside the window.
Empty building.
In 2023, this place received $1.3 million.
Nothing.
Insane.
This is insane.
Okay, well, since we can't go to Miracle, let's see if we can get SX Home Health.
This is our open Monday through Friday from 9.30 a.m. to 5.30 p.m.
It's getting really hard to find Grandma.
The healthcare should eat these days.
It really is, isn't it?
We got SX Home Health Care.
They're not open.
So it's all right because you can go to Alpha Omega, Ventana, Hospice Inc.
So it's absolutely crazy to see sites like this in the United States of America, but the
reason these are allowed to occur is because nobody is watching the store.
Medicare is one of the biggest government expenditures that we have in this entire country.
And guess what?
18% of the home Medicare budget goes to this one county, Los Angeles, California, which obviously
is rife with fraud.
Again, it's not like 18% of the deaths are happening in hospice care in California.
Yet we see all of these businesses at this location, suspiciously a disproportionate amount
of them are run by Armenians who are driving very much luxury cars, making a ton of money off
of this.
And yeah, we're also supposed to just pretend that this is no big deal because Governor Gavin Newsom
called Dr. Oz, who is a Turk, by the way, a racist for investigating Armenian Medicare fraud.
And the funny thing is about Armenian Medicare fraud is that you can look up case after case
of how rampant it is within that community, but the person who actually informed me of
the existence of this fraud, specifically within the Armenian community, is Annika Sparion,
an Armenian herself, because this is very commonly known.
And she was talking about this again more than a decade ago.
But now if you look into it, if you have Nick Shirley or Dr. Oz or even CBS news, this
is somehow racist or perverted or some other such thing because guess what the taxpayer
spigot is never to be churned off.
You are designed to be defrauded in states like the state of California and Minnesota.
And if you complain about it, you're just told to shut up racist or that you're a pervert
of some kind, even though again, this is your taxpayer money going down the drain.
And the other thing that was quite notable about Nick Shirley showing up to this location
is that when people actually noticed him being present there, they started taking off
in droves because obviously something sketchy was going on here.
And by the way, that's not just my speculation.
A couple of the offices in this very complex were recently indicted for Medicare-related
fraud.
Since you've been in the industry for so long, why do you think we're seeing a thousand
percent increase in hospice care here inside of LA in California?
I can't have to answer that question because it's like they're all running out of here.
Everyone's heading out.
We just got to answer some questions.
I'm like, who's running out?
Look at all the people scattered out of here.
They're all here just a minute ago.
It's strange.
There's over 80 people connected to one of these dormant motel rooms with no furniture and
they are getting 30,000 per person.
It's millions of dollars.
We come and knock on the doors and have been shell company shell building.
I don't say it's right.
And I don't care about those people.
I mean, is it not a little bit odd that mostly, exclusively Armenians are running of these
hospice care centers.
They're over building a huge proportion of the hospice care nationwide in this one
county.
There's so many of these businesses concentrated in this particular location.
And none of them, despite having posted office hours that say you should be able to come
in, are actually operational.
And then when Nick moves along, when he gets further away from certain doors, people end
up jumping out of the businesses, jumping into their cars and taking off.
And by the way, almost all the cars are super luxury vehicles.
After seeing all the wealth that is being created from these hospice centers, I headed back
to the original location where we found over 15 hospices in one plaza.
I wanted to make sure it wasn't a fluke that Armenian mafia members were running the show
and that there weren't just randomly $100,000 cars the day I went by.
And this time it was even worse.
Sir, how are you?
Good.
So what do you think about all this hospice fraud?
You're in the cybertruck driving away, taking money from old people, yet he's just driving
away in a cybertruck.
Why don't you answer any questions?
Let's see, we have another rich person as well.
Let's get rich off this hospice.
This guy's leaving as well.
So the two people that walked out of Holy Angels, they're in a brand new cybertruck and a
new BMW.
How lucrative of a business is hospice?
I'm seeing a cybertruck here in a nice BMW.
Good?
Yeah, because it looks like, for instance, guarding of angels, that used to be here $4.8
million dollars they'd build the state of California.
And how many clients do you guys have?
Brother, do you have a bag?
Do I need to answer your question?
I'm just curious.
I have a truck that's not mine.
I have a truck.
Yeah.
You must be getting paid pretty well, all right?
I'm not paying for the truck.
I'm not paying for the truck.
Word got out that I was inside of the plaza and all the fraudsters started hopping
in their cars leaving the scene.
Excuse me?
Let's see if they can just answer our questions really quick.
That seems a little bit suspicious.
That seems a little bit weird, but of course, people want to ignore this.
Again, even though CBS did a segment where they talked about these different organizations,
they even gave you a percentage of them or a number of these operations that had obvious
red flags for fraud in their report.
The state of California increased monitoring of the hospice industry four years ago, identifying
the hallmarks of fraud.
Fortuna has two of them and it's hardly alone.
CBS News analyzed every hospice license in LA County, more than 1700, and checked for
the same warning signs the state used, like multiple hospices packed into one building,
or caregivers whose patients, supposedly at that store, are discharged alive.
Three years after the state crackdown, which included a moratorium on new hospice licenses,
our investigation found more than 40% of agencies still show at least three of these state-defined
indicators of potential fraud.
So victory boulevard seems to be a hotbed of...
Yep, you can't throw a rock without hitting a hospice.
Sheila Clark, a hospice patient advocate, took us to what she described as the ground zero
for hospice fraud, a three-mile stretch of Los Angeles that's home to nearly 500 hospice
company offices.
There's one hospice here that hits all six of California's red flags of possible fraud.
Well, there's no hospice there.
Legal office?
Yeah.
With a ton of mail just sitting there.
Look at this.
This agency, VML, hit every fraud indicator in our analysis, and build Medicare roughly
$49,000 per patient, about three and a half times the national average.
They need their curative treatment.
They need to be taken care of.
They need to know that they can get what they need when they need it.
Not hit a road bot because somebody's scammed them.
The number you dial is not in service.
But because it's Nick Shirley, Gavin Newscom, all he can say in response to it is, oh my
god, this guy must be a pervert because the internet will try smearing Nick Shirley as
a pervert in order to defend Somali scammers because going after Somali fraudsters is evil
white racism according to a certain section of the absolute idiotic internet.
Again, the leering center which had multiple different violations, which again the state said
was shut down, but actually they said that they were open that eventually was shut down
after fixing their sign, targeting them, pointing out that they can't even spell learning
right on their very sketchy looking operation.
Evil white racism and you just need to shut up and overlook it.
Otherwise, they're going to hit you with that label.
Now of course, Nick ends up looking into some of these windows that are not completely blacked out
or don't have their curtains drawn or their blinds drawn.
He ends up discovering that while some of them are staged to look like offices,
other ones are completely blank, completely vacant, like this one right here.
When we're knocking the door, no one's coming.
We look inside the window.
Empty building.
Which again is also incredibly suspicious.
However, I did in fact analyze and enhance this footage and actually saw a person that was working
in that particular location.
So let me show you what I got through digital enhancement of Nick Shirley's footage
that it appears he has missed himself.
When we're knocking the door, no one's coming.
We look inside the window.
Empty building.
And Nick.
Evil white.
Oh, you said that it was a white guy.
What happened?
Sorry, guys.
I had to work that in there.
And obviously Anna Kasperian, even though she's telling us about our meeting
and fraud dating back 10 years on the young Turks, is probably also kind of in on it.
Because you know, whenever we talk about fraud disproportionately coming from one group,
that means we're saying it's about everyone in that group, even the people who aren't involved.
And therefore, the label of evil white racism can be thrown at absolutely everyone.
But I also want to point out that Nick ended up showing up to a different type of business,
one that actually purports to help people in starting up these hospice care organizations.
And wouldn't you know it?
He was refused service.
He couldn't even get into the lobby.
The door was locked and chained up, despite the fact that he showed up during normal business hours.
And again, this is yet another instance of something being incredibly suspicious.
We know that hospice is a very lucrative business.
So I have joined a business partner right here.
His name is Darren.
And we're here outside of the hospice consultants.
And we would like to start our own hospice today.
We're just two young men who want to become millionaires here inside the United States.
And it seems like the only way to do it.
Nowadays, if I'm committing fraud, so we're going to go in and see if we can start our own hospice.
Are you guys the hospice consultants?
Yes.
How can we talk to you guys?
About.
We want to open my hospice.
You want to open a hospice?
Yeah.
Okay.
What was your name?
My name's Nick.
But I want to open up a hospice.
I understand, but we don't consider that.
Can I get some information?
Do you want a number?
Yeah.
Give me a fly or something.
Now look, I can't prove 100% that these are two Armenian girls running a fraudulent operation
or running a fraudulent business front.
But it has all the indications of it.
And they look quite Armenian if you ask me.
If I were to guess, if I were to estimate, because they're in the hospice care industry.
And it appears to be disproportionately from that community.
Possibly even connected to the Armenian Russian mafia as we've heard in multiple other reports.
But yeah, the fact that all of these businesses can have signage and theoretically report to exist.
And yet they offer no services.
And in fact, these girls actually snuck out the back door and ended up getting into a Mercedes that was incredibly expensive.
Let me show you that clip right here.
We were denied service by the potential fraudsters.
And as we were leaving, one of the fraudsters started to leave from the back in a 200,000.
Maybach.
And we have a Mercedes Ben driving out.
Where can we open a hospice act?
We like to open up a hospice.
Get the Maybach just like you.
So this time, can you get a Maybach by opening up my own hospice?
And yeah, these would be obvious red flags to anybody who actually cared about fraud,
anybody who actually cared about, you know, protecting your taxpayer dollars.
But that is not on the agenda for Gavin Newsom, who likes to play this game where he says,
oh yeah, we've efficient and eyes, our government and whatnot.
We examine fraud.
We investigate all this stuff.
When in reality, we have scandal after scandal.
And just like in Minnesota, a huge portion of these scandals are completely overlooked by the local and statewide authorities.
And only prosecuted after media pressure and federal indictments.
Look guys, these are your government programs.
These are the things that are meant to take care of the vulnerable, the elderly,
and all these different various people.
And guess what?
These people are being scammed repeatedly.
And by the way, the people who are actually on Medicare, that get their Medicare number stolen,
whether they get a kickback or again, their number of stolen,
they end up getting screwed over significantly when they actually try to apply for benefits
because hospice care, if you don't know, is end of life care.
So once you're in hospice care, seeking out regular ordinary medical care,
actually is a big red flag in the system.
So what this ultimately ends up resulting in is the fraudsters that these Armenian schemers like Anna Kasperian.
And give me the money.
Give you, give me the money.
Okay.
I'm just kidding about that.
Again, Anna is somebody who actually warns about Armenian fraud.
She is very much against Armenian fraud.
It's all jokes, the literal bestie, please forgive me.
But yeah, fraudsters like that end up getting to rip off the taxpayer
and screw over people that are in desperate need of care.
And when you're elderly and you're diagnosed with something,
that again, is not necessarily putting you in hospice care.
But you've already been billed for something related to hospice care.
Guess what?
Every delay in your treatment, every red flag of fraud at that point is a huge problem for you.
Is a huge thing that you have to deal with.
And it's absolutely absurd that the actual people meant to receive these benefits.
Don't get them.
Instead, they end up funneling to organized crime.
But scumbags like Gavin Newsom are more interested in smearing Nick Shirley
than actually getting to the bottom of the situation.
But you know what?
Those are just my thoughts.
I want to know what you guys think down in the comments below.
