Margaret Montoya was the person responsible for ordering the nuke strike on Detroit, an act that killed Dew Phillips, Perry Dawsey, and over a hundred thousand people. She’s carried that guilt with her nonstop ever since. Eric Edmund was injured when the submarine Los Angeles attacked the Operation Wolf Head task force. He’s brain dead, and the government has made his body available to Montoya for necessary human experimentation. Chief Petty Officer Orin Nagy, on the other hand, is very alive, very infected, and trying to avoid the cellulose test would show him as positive. Meanwhile, Steve Stanton’s robot the Platypus has closed in on the wreck of the Los Angeles and is waiting for instructions.
