A Serial Killer who terrorized the rural parish of East Feliciana in the late summer and early fall of 2017, claiming that he was ordered by the FBI, U.S. Navy and the State Police to collect “Human” Hunting tags, resulting in the murder of (3) and near murder of a fourth man in the area.
