Marsh, who was 15 years old at the time of the murders, had an extensive history of antisocial and violent behavior. Marsh had long been fantasizing about torturing and murdering people and desired to become a serial killer.The high-profile murders have impacted the policy debate surrounding the sentencing of juvenile offenders.
