Now the latest traffic city unveils conceptual design for new convention center doubles size
I want to share with you the
newsletter story and once again the the journalist who has been covering

And people may say why do you make such a big deal out of this it's just so unusual
And it's the story

I realize that I formulate one is do I

Whether or not the author of this piece thinks it's a good idea to have this or not do I do I where does this person fall?
What is their opinion on I have no idea with it with
This journalist no clue whatsoever
None I have no idea
Also does it almost every time I start to read a story if I know some background on it
I in my head. I'm like I already have these questions going and they always get answered in the story
Or if they don't it's noted like it's isn't it's just because the information isn't there and it's just such good
basic
Journalism that frankly and this isn't just newsletter that you see increasingly less and less of a
Even on a national level. I mean stories that some of these institutions that you read is throwing like
I have more questions than I did beforehand
So anyway not to just go on and on about it
But I just think that this person deserves such praise for the way that she has covered it
All right, so I want to read to you the latest and this unveiling took place four o'clock yesterday at the Discovery Center
After some delay, but still in time for the April election springfield city officials shared a conceptual design for what could be a new
Convention and event center at an unveiling event Thursday March 19th city officials revealed a conceptual design proposal produced by
Populas a Kansas City-based global architecture firm known bestfurt's work on the Las Vegas sphere in partnership with local
SAP design and incorporating feedback gathered from the public and key stakeholders since late January
The new convention center will expand upon and renovate the current Springfield Expo center building on East St. Louis
With additional development stretching on to the vacant lot on the east side of the center
Both properties are already owned by the city. However, the city has been in negotiations to acquire additional portions in the surrounding area
The design includes the incorporation of green space on the east side of the building that would connect to Jordan valley park to the north
This design decision came from feedback that Springfield was seen as a front porch city
The building itself would include a ballroom at the top that would provide a view of the Ozarks horizon line
Tim Rosenberry the city's director of quality and place initiatives said parts of the roof would also be green
And could be used as outdoor meeting space while other areas of the roof could include solar panels
Overall the building would have four to five elevator stops
Though Rosenberry said this does not directly translate to four floors due to nature of the design proposed
The design is very geometric in nature which he said builds off the existing ex-post center space
But also incorporates a lot of glass and windows as the way to open up the facility towards the community
The goal is to ensure the convention and event center is also seen as a community space that can host graduations
sports tournaments and other quote homegrown festivities may or shrags said
Rosenberry said the idea
Here is that the form of the addition follows the sweep of the existing ex-post center facade
Except the addition is intentionally even more exuberant more iconic and more memorable
While the July report that recommended Springfield build a new convention center identified 125 square feet and functional programmable space was needed to meet industry demands
Rosenberry said another 125,000 square feet of support space like kickch kitchens restrooms and storage areas is also needed
The total facility presented would span 250,000 square feet
Those cities chief spokesperson chorus Scott chorus Scott said that would still remain within the
175 million dollar costs estimated in the report
Rosenberry said if approved by voters that would be the largest facility Springfield has built for itself since the airport
The work on conceptual designs and additional details more broadly have been shared as the city prepares for the April 7th election
The city is going to ask voters whether to increase its lodging tax the tax incurred on booked hotel rooms and short-term rentals
By 3% in order to fund a new convention center project estimated to cost 175 million the tax would sunset after 35 years
Because these are still very early pre-design conceptual plans if the lodging tax increase is approved by voters
The city and architects will begin work on the actual design process
Which would include additional public input gathering to build off of notions identified thus far
Rosenberry noted that future discussions would test and question the photos presented Thursday March 19th
Both to confirm this is the direction the community wishes to proceed with the building but also what is realistic
Quote we will continue to question the assumptions that led to this or the interpretations that led to this
We'll continue to test this against factors of constructability
Budget engineering all operations all those kinds of things that will take months to do he said
This is intended to be aspirational and I hope maybe a little inspirational
While Rosenberry said that the expo center would be renovated and expanded
He noted the series building portion of the current facility dating back to the 50s
Will still be evaluated to determine whether it would be retained and reconfigured or demolished in replace
Although the consultant's report also identified a connected hotel was necessary for the convention center success
Such a development has not been initiated the conceptual images unveiled March 19th
Do not include connection points for a hotel
But Rosenberry said several options exist with a lot of openness nearby and such a connection could take place
Below above or on the ground level the more public nature of the project
Project has come as a direct result of public feedback after the measure
I'll be it without a sunset failed in November in a city survey that followed springfield residents indicated more details about what the city is proposing
Could result in stronger support at the ballot box?
Quote we are now asking our community to reconsider with more information
Then was previously provided because it's an important next step in our strategic plan growth city manager David Cameron said
The city is still waiting for governor key hoe to release a $30 million state allocation for the project that he placed on his restricted list
It is solely up to the governor if and when to release those funds if released the city would be required to match the amount
Which springfield city council has already allocated from the half a cent portion of the three-quarter cent spring forward
SGF sales tax approved by voters in 2024
Not everyone is convinced the lodging tax increase and the convention center is worth supporting
Bob grand who has lived in springfield for 45 years stood outside the discovery center after the March 19 event
With a sign encouraging opposition to the April ballot measure
He eventually was asked by discovery center staff to leave the private property and move to the sidewalk
I'm sorry, I hadn't read that portion of the story yet
Quote the only difference between the vote this time and last time as they put a sunset clause grand said it makes me
It's insulting. I'm not supported by any big business. It's my own sign
I made it. I just wanted to put another opinion out there
calling it the big beautiful boondoggle
He said springfield had more dire needs than the proposed project and noted that such an investment would not be helpful for the average person
City officials have noted they are also investing in infrastructure at the same time and argue that more tourism would drive sales tax revenue
And that lodging taxes can only go towards tourism related investments not daily city
Details or duties rather grand remain skeptical. He emphasized the competitiveness of the convention industry
And said he does not believe the city will receive the 30 million from the state as budget tightening accelerates in Jeff city
The report the city received on the convention center also indicated the facility would run a deficit
With this being the second time the measures on the ballot both times being the only question on the ballot in springfield
Grand said the city has already spent too much money for this pre-designed portion of the work the city's paying populace
376,500
Which will roll into the financing of the convention center if the April vote passes
But otherwise has come out of tourism fund reserves the city's also expected to pay roughly
230,000 for the April election a similar amount it paid in November

Okay, now can we pay for it? You know, it's one thing you you gotta look at like an RV
And you know, you go to an RV show and you're like man, this RVs are great. This RV is fantastic

But then okay, is it something I need?
Is it something I can afford?
Is it something that will be a good use of my time those those are two different questions and so it's one of the reasons

Really maybe on the periphery

Well, I have kind of an interesting story
We had actually some KSGF listeners that came to us for some help
Mark and Terry I asked if it was okay to kind of give them a little shout out
But they came to us early last year and had a scenario where you know, they were gonna be all of
Buy a house with you know, all cash if they wanted to
But they wanted to leverage it as much as possible
So
They were able to look into a reverse mortgage. We kind of looked at a couple different options
So they're gonna be getting a brand new house. They'll up in
You know, super good area
new construction, you know
Brains making new all new everything
But they you they did pretty much like a little more than 50% down
But they got to keep the rest of that money
And they don't have any house payments every single month. So
It was a good combination for them for their scenario because
People don't think about if we use all of our money to buy this house
If there's any kind of emergency that happens right like
How do we get money back out of it? Well, you either got to do a line of credits or
Complete refinance scenario which can take a little bit longer and you have to qualify at that point
And if jobs change or you know income changes per month
You might not be able to sure
So it was a really good opportunity for them and they're super happy gonna be able to
Now was that was that a scenario that they had sort of played out and came to you and said is this possible?
Or was that something that you all had crafted or it was a little bit of both
He had thought about you know, what if we just do a super small regular loan
You know that way we can get it paid off in a couple years right
But they also knew about us talking about reverse mortgages and being able to have that option as well
So it just made more sense for them to
Be able to buy the house keep pretty much half of what they already had is a little nest egg just for
You know being able to go on a vacation if they wanted to you know have some money left over because medical expenses and stuff
They can be surprising if something happens. So yeah, it was a really good
Situation for them love that yep, and with them being KSG listeners too was just like glad that we were able to help them out

So they've been in the house for a couple months now, but Mark reached out and we're kind of chitchatting a little bit

It was about a 6.56 point spread if I remember correctly in November but very low-voted

And that usually works in the favor of what the city wants just didn't work this time to the surprise
I think just about to everyone

The city unveiled a
Conceptual design of what a convention center might look like I think is the fair way to put it ahead of the April vote
And
Give some credit I'll give credit to the city. I don't
Sense that they are trying to trick people into thinking this is what it's actually going to look like
I mean, they're very very clear. This is like a
Was the exact verbiage in the newsletter article here the way it was written up. How did I close it out already?
Yeah, it was like the it's the pre-design of
You're gonna look at because I want to get because I thought it was a pretty good description of it
Conceptual design, but it was
Keep going I had to pull it but I closed it
But it was basically like well this is
Pre-pre-design conceptual plans
If the lodging text goes through and approved and so so anyhow
Listen, let me tell you what I think's happened here, and I don't know that there'd be any denial on this
Time is not on the city side
Really it but at the same time it's almost like the Kamala Harris campaign
Thank you on one hand. Yeah, she had a shorter than normal amount of time to sell herself
But most people
believe the longer or if she had longer she may have even done worse
And I'm not saying that's how it would plan out for the city
But I didn't think that they're like we we we got to get this vote done in April. I think that they feel that to be the case
And I think especially now
Because if it gets another no vote now boy how you come back from that to get this thing done
I just don't know anything's possible
That the problem is the amount of time between
The voters saying no in November and I don't think there was a contingency plan in place. I think
They believe like I believed it would pass
My belief was based off the
Fact that people in Springfield every time they get asked will you increase taxes? They say yes
And I think that the city also believed that and it was a shock to them
That it that it didn't pass and so they didn't have
Okay, well here's our our second crack at the bat plan
Is already laid out because we knew that this might happen
So they had to quickly put one together quickly to side
All right, are we gonna try to get this thing passed in April answer was yes
We need to that that's our window
But then it became total crunch time because they had to do research to find out
Why it is that people said no so that they could take that information and you may remember
They did the public survey and you they asked you to go online and they were essentially asking
The questions to find out those of you who said no what would make you say yes
And then they had to get all of that stuff together
Go back to the people who are writing up the designs
And get them that information then there were like feedback sessions and and so it's like this
hyper speed of we have to have something to show people
visually this is what it will look like and
And
The amount of time necessary to actually come up with something solid that okay
This is what it's gonna be like and have a design for that not nearly enough time for that
So they had to do the best that they could and again, I don't have inside information here
I'm just telling you what I think is going on and so they did some of these listing sessions
And they did the feedback stuff and they found out what it is that that you know people who voted know that well
If this and this happened maybe I'd vote yes next time and
Hired or you know or just commission the architectural people that do the designs
Okay, we need to just come up with something that
Looks like if you know what a convention center based off of all the feedback
You know what something like that may look like but we are not in any way shape or form tied to that that will essentially be a launching point
And
That's what I
I think is a fair characterization of what these designs are so that means if this is passed
Theoretically it could end up looking just like this or it could look like nothing like that whatsoever absolutely
100% the opposite or something in between

Find myself very interested in figuring out whether this is going to pass
In terms of a public campaign
Like a real high frequency one to get out the vote
I don't since one is going on right now
And we are just what a couple of weeks away from the vote so it is getting very close
I know I've been in a couple of places. I was in a restaurant last week and there was
Information laying out like myth versus truth when it comes to the tax and stuff about the convention center
And so there's a bit of a ground game going on to get information
In front of people who are out and about in Springfield
I suspect that there is also a ground game going on of networking
People that own restaurants that own stores
The chamber obviously behind this. I'm sure that there is some sort of effort to
Encourage the the business community and the restaurant community to get out there telling them
Hey, this is how much revenue it's going. We're going to have all these people coming in
So you really got to get out and vote you got to let your employees get get your families out to vote
So I suspect that there is an effort that is somewhat under the radar that is going on
Because arguably
While there was like a five or six point spread in this thing
It wasn't a tremendous amount of people so that alone could be enough to put it over the edge
I don't know that this is going to win over a lot of people who voted no
The biggest obstacle I think when you look at
The margins here
I think the deciding factor could boil down to the fact
That the city of Springfield. I'm going to overly simplify this
But the city of Springfield in terms of the the city leaders and the council and you know the people who are asking for this
Just aren't liked by the average citizen
years of
interaction with the city
population
Have sent the message to the citizens that
You know where the ones in charge we're going to do what we want whether you like it or not
There have been a number of instances in which it has been very clear to the council
That they were making moves the citizens did not want and they did it anyway
Whether it was a soji deal or it was the ban on certain breeds of dogs things that some people may not think of as being major issues
But the the people got out and spoke and then they saw just consistently a council
This is we're going to do it anyway to the point that they end up going and getting signatures to overturn
What the council did hotel of terror is another example
And while a lot of people may look at each and every one of these scenarios and say what does that have to do with the convention center
It has to do with the relationship between the the the people asking for this and the people that they're asking of this
And I just don't think to simplify it that the average voter likes the city
The people who run the city they feel as if you never listen to us that you are you know this is a a very
Unlocal business-friendly environment
We know about and constantly hear the struggles small business owners have with dealing with the city
They're not a priority, you know, you got the hotel of terror situation going on another instance in which the people

And it's just the goodwill
I don't think exist because of the behavior of the city and that's a obviously a very unfortunate thing for those who want and see this convention centers being needed
I think if we had a city
That had demonstrated in its relationship with the citizens that it was responsive to the citizens that when the citizens spoke
They listened and that they really truly focused and cared about small businesses
I think that this would be a much easier thing to pass and may have done so in November itself

Like really the make it or break it on this is to the relationship between the city and the citizens and how if the city had a better relationship with the citizens
Then I this convention center thing would be easier to pass
I don't want anyone to misunderstand me. I'm not saying that
That relationship in and of itself is the only reason that they're having a difficult time
I do believe that there are a lot of legitimate questions questions that again
I'll ask next week when we've got city and county folks on
