China will continue to prioritize employment promotion during the 15th Five-Year Plan period (2026-30), building on progress made in stabilizing the job market, officials said on Saturday.
有关负责人周六表示，“十五五” 规划时期（2026 至 2030 年），中国将继续把促进就业放在优先位置，在稳定就业市场已有成果基础上持续发力。

Figures released by the Ministry of Human Resources and Social Security show that about 10.52 million people found jobs in urban areas in the first nine months of 2026, achieving 87.7 percent of the annual target. The surveyed urban unemployment rate averaged 5.2 percent in the first eight months of the year.
人力资源和社会保障部发布的数据显示，2026 年前 9 个月城镇新增就业约 1052 万人，完成年度目标的 87.7%。今年前 8 个月城镇调查失业率均值为 5.2%。

During the 14th Five-Year Plan period (2021-25), more than 62 million people found jobs in urban areas, while the surveyed urban unemployment rate remained around 5.2 percent.
“十四五” 规划时期（2021 至 2025 年），城镇新增就业超过 6200 万人，城镇调查失业率维持在 5.2% 左右。

The ministry will prioritize full and high-quality employment, striving to provide more adequate job opportunities, a fairer working environment and more harmonious labor relations, while improving the structure of the job market and the balance between labor supply and demand over the next four years, said Li Zhong, a spokesman and vice-minister of human resources and social security, at a news conference in Beijing on Saturday.
人力资源和社会保障部副部长、新闻发言人李忠周六在北京新闻发布会上表示，未来四年，人社部将把实现更加充分更高质量就业作为优先方向，努力创造更加充足的就业机会、营造更加公平的就业环境、构建更加和谐的劳动关系，持续优化就业市场结构，促进劳动力供需平衡。

"The ministry will take more proactive fiscal and financial measures in the coming years and respond more effectively to the impact of new technologies, such as artificial intelligence, on the job market," Li said.
李忠说：“未来几年，人社部将实施更加积极的财税金融政策，更加有效应对人工智能等新技术对就业市场带来的影响。”

He added that the government will place greater emphasis on stabilizing employment in labor-intensive and service industries while developing emerging industries to create more employment opportunities.
他补充说，政府将更加注重稳定劳动密集型产业和服务业就业，同时发展新兴产业，创造更多就业岗位。

The ministry will also work to address structural mismatches between labor supply and market demand during the 15th Five-Year Plan period by rolling out more effective and practical vocational training programs, Li said.
李忠表示，“十五五” 期间，人社部还将推出更多务实有效的职业培训项目，着力解决劳动力供给和市场需求之间的结构性错配问题。

In addition, it will also improve employment services and strengthen oversight of the human resources market to promote high-quality employment.

Regulations and mechanisms for protecting the rights of flexible and gig workers will be improved to ensure fairer hiring practices, timely and equitable pay, social insurance coverage and adequate rest.
健全灵活就业、新就业形态劳动者权益保障制度机制，保障更加公平的招录、及时足额的劳动报酬、社会保险参保以及充足休息。

Employment support for key groups, particularly college graduates, will remain a priority.
对重点群体尤其是高校毕业生的就业帮扶仍将是重点工作。

Song Xin, director of the ministry's employment promotion department, said the ministry will continue to encourage employers to retain existing jobs and expand recruitment by offering tax cuts and subsidies.
人社部就业促进司司长宋鑫表示，人社部将继续通过减税、补贴等方式，鼓励用人单位稳定现有岗位、扩大招聘规模。

The ministry will also work to ensure that government departments and State-owned enterprises maintain their regular recruitment plans and that government-supported employment programs remain available to young people.
人社部还将推动机关、国有企业落实常态化招聘计划，面向青年持续实施政府扶持类就业项目。

These include Xibu Jihua, or the Westward Project, where college graduates and postgraduate students volunteer for fixed-period grassroots positions in education, healthcare, agriculture and public services.

"We will improve job-hunting services for students and graduates and help them enhance their employability through practical training programs, including those focused on artificial intelligence skills. Companies are also encouraged to offer internships to help students develop their skills," said Song, adding that there will be a crackdown on recruitment and hiring discrimination.

Vocational training is another key measure to address structural imbalances in the job market. During the 15th Five-Year Plan period, the ministry aims to provide government-subsidized vocational training to 10 million people annually and help 40 million people obtain government-recognized skills certificates over the five-year period.
职业培训是化解就业市场结构性矛盾的另一项重要举措。“十五五” 期间，人社部目标每年开展政府补贴性职业培训 1000 万人次，五年内帮助 4000 万人取得国家认可的技能证书。
