常盤 新平（ときわ しんぺい、１９３１年(昭和６年)３月１日 – ２０１３年(平成２５年)１月２２日）は、日本の作家、翻訳家であり、アメリカ文化研究者である。
常盤新平の師匠は５歳年上の直木賞作家・山口瞳であった。サラリーマンの生態や心理をよく知った山口瞳の３１年１６１４回続いた「週刊新潮」の連載『男性自身』を、たまたま読んだのがきっかけで出入りするようになった。山口瞳の１３回忌を迎える頃書いた『国立の先生 山口瞳を読もう』には、国立に住む師匠の山口瞳への思いがつまっている。文庫本や全集に書いた解説をまとめたものである。
他人の目、他人の口、つまり世間を気にしずぎることをやめて、自分自身の為すべきことを為そう。
